Very cool. I've done something similar, but I'd have to scan it, been sometime. I'm in Chicago right now, so I'll look into it on my return. I used a technique called, "painting with light" where the strobe, an old Metz flash, was popped while the shutter stayed open, hence painting with light. I like the way you kept the neon from glaring out too, it appears you had a high enough aperture to stop this, which is where most folks go wrong and shoot wide-aperture. Give us the details!
