If you notice in your profile, there is a tab called, "Visitor Messages" right to the left of the one that says, "About Me." If you go to a member's profile and you will see one of two things, either a quick reply box, like that where you post on forums, where you can leave messages, or you will not see a box. That is not as system glitch, that is a user's preferences.
Each user in their
"My Home" or "User Control Panel" has an "
Edit Options" link. Once you click that link, you are taken to your options, one of those options is

If you do not want to receive visitor messages, you may disable the visitor messaging system.

You may limit the usage of your visitor messages to just moderators and your contacts.

You must select the proper box, "Enable Visitor Messaging" and then the second one either makes it fully public or "Limits usage...to Contacts and Moderators."
If neither is selected, there will be no quick reply box under that tab and people will not be able to message you. Thanks, rg sends!
